Morocco SMS Delivery Benchmark: per-carrier rates, updated every month

Every month, EnvoiSMS.ma publishes the delivery rates measured on its own traffic to Morocco's three mobile networks (Maroc Telecom, Orange, Inwi). September 2026 edition: 83.5% of SMS that received a final carrier report were delivered. It describes our own traffic, not the Moroccan market as a whole: the method and definition are stated below, and every edition stays online.

1. Methodology and Measurement Integrity

The figures are computed on messages actually sent by customers of the EnvoiSMS.ma platform, test sends excluded, for each calendar month (UTC). A message counts once the carrier has returned a final report (delivered, failed or undeliverable); messages without a final report are left out. The carrier is determined from the number's prefix, so a number ported to another network may be counted under its original carrier. Below 50 final reports, no rate is published. Each edition is published on the 2nd of the following month and never changed afterwards. This is EnvoiSMS's own traffic: results depend on the customers, senders and content of the month, and are not a market study.

2. Measured Delivery Rates by Carrier (September 2026)

In September 2026, 83.5% of SMS sent to the three Moroccan carriers that received a final report were delivered. By carrier: Maroc Telecom 84.8%, Orange 83.5%, Inwi 80.6%. These messages travel over our local routes to IAM, Orange and Inwi, with automatic failover between routes. Qualitative observation, not quantified here: international aggregators like Twilio often route traffic through multiple foreign transit hops, which delays or blocks part of the traffic.

3. Time to Carrier Confirmation (OTP)

For 2FA and checkout flows, waiting time drives abandonment. In September 2026, the median time to carrier confirmation is 46 to 58 s depending on the carrier. This runs from submission until the carrier's delivery receipt comes back; it does not measure the moment the code appears on the handset. Qualitative observation, not measured here: routes that hop through multiple foreign transit points take longer, and can replace the Sender ID with an unknown number.

  • Maroc Telecom (IAM): median of 58 s to the carrier's receipt
  • Orange Maroc: median of 57 s to the carrier's receipt
  • Inwi: median of 46 s to the carrier's receipt
  • This includes the carrier's delivery receipt coming back: it is not the time the code takes to appear on screen
  • Multi-hop foreign transit routes: longer delays, Sender ID sometimes replaced with a foreign number (qualitative observation)

4. Regulatory Compliance: ANRT Regulations & CNDP Law 09-08

Enterprise messaging in Morocco operates under strict regulatory oversight. ANRT regulations govern alphanumeric Sender ID registration and restricts promotional messaging to 08:00–21:00 Moroccan local time. Marketing messages must include an explicit opt-out mechanism (STOP). In addition, CNDP Law 09-08 mandates secure processing of citizen phone numbers without unauthorized international transfer.

5. SMS vs WhatsApp for Moroccan E-Commerce: Qualitative Notes

Qualitative observation, not quantified: a large share of Moroccan online orders are paid cash on delivery (COD), and confirming the order with the customer before dispatch aims to avoid returned parcels and wasted courier fees. WhatsApp lets the customer answer in one tap with interactive buttons; SMS reaches every handset, with or without a data connection. EnvoiSMS does not publish an order-confirmation rate: we have no measured sample that supports one. On delivery, over the same period, 99.4% of WhatsApp messages sent on the platform that received a final report were delivered.

  • SMS: readable on every handset, with or without data (unit cost: from 0.48 MAD)
  • COD order-confirmation rate: not published, as we have no measurement

How often is the benchmark updated?
Every month. A month's edition is computed and published on the 2nd of the following month, once every message of the month has received its final report or been settled without one. A published edition is never changed, and every edition stays downloadable as CSV and JSON.
Why do some OTP messages experience delays in Morocco?

What are the legal sending hours for promotional SMS in Morocco?
Under ANRT regulations, promotional SMS messages may only be delivered between 08:00 and 21:00 Moroccan time. Messages must display an authorized alphanumeric Sender ID and include an opt-out instruction such as "STOP au 5050".
How does local MAD invoicing compare with USD billing for Moroccan businesses?
Invoicing in USD or EUR subjects companies to banking exchange fees and uses up the company's international e-commerce allowance. EnvoiSMS.ma bills locally in MAD, with an invoice after every top-up.
